The hosts took the lead just before half-time through Mykola Shaparenko, but Manchester United's Anthony Martial hit back five minutes after the restart to ensure the points would be shared.
It means Ukraine have drawn all five of their Group D fixtures to date, while France, who have also played five games, top the group with nine points.
Elsewhere, Nikola Vlašić started for Croatia, as they kept their qualification hopes on track with a 1-0 victory in Slovakia.
Inter Milan's Marcelo Brozović scored the only goal in Bratislava, ensuring Croatia kept pace with Group H leaders Russia, with both teams on ten points from five matches.
